This book deals with the issue of the best policy approach towards supporting development of small and medium enterprises. Author argues that meso-policy. i.e. policies promoting improvements at meso level of systemic competitiveness is the best opproach to support this vibrant yet highly vulnerable sector – especially in times of economic turbulences. He analyzes the Structural Funds support for SMEs in three EU Member States in the past. Contribution of Structural Funds to SME sector could easily be evaluated by the extent of newly created and preserved jobs. However, this approach would be too simplistic and would conceal more than reveal. Hence, he focuses on indirect effects of Structural Funds on less tangible aspects of SME development, which are in some cases extremely shall therefore deal with the contributions of Structural Funds in generating processes of expansion and sustainable development of this size-cluster of enterprises.
